I have a 2009 coke machine and the gfi plug would keep shutting the machine off so I by passed the gfi breaker on the plug and saw that the compressor relay shorted out. so I replaced the relay but the compressor will not turn on to cool the sodas. I did a compressor test from the control panel and the fan comes on and the compresser tries to kick on but turns off.there is a blower resister on the side of the compressor that I tried to adjust by moving the little screw in the middle but couldn't get it to turn on. don't know what to check next . I have a spare compressor but this machine is only 3 yrs old and was only used for three months before I got it. The machine looks brand new. I can't see the compressor going bad so soon?

I am afraid your compressor is ruined. Sorry.
There are many things that can shorten the life of a compressor, one of the biggest is running a soda vending machine off of an extension cord, this causes a voltage drop which causes amperage to go up and that results in the compressor running hot/burning up.
Dirty/dusty front coils will block air to the condenser coils and also cause the compressor to run hot/burn up. Plastic/paper scraps and bags will get sucked into the coils or block the lower fan from turning and cooling, causing the same thing.
PS: One time a location did not tell me that the circuit my soda machine was on was blowing a 20 amp breaker, they just put in a 30 amp breaker. But they kept running all the same stuff on that circuit with my soda machine! When my compressor blew 3 months later, I checked the line voltage at the socket, it was 90 volts!
