Dixie Narco / Need Compressor Help

I have a Dixie Narco Model DNCB 368/216-8 Serial# 0512-249ODF. The compressor turns on for 3 sec. turns off for 10 sec. and repeats.
Trying to troubleshoot, I bypassed the thermostat and plugged in the compressor with the extension cord. It still does the same thing. The fan in front of the compressor runs and the compressor turns on for 3 sec. turns off for 10 sec. and repeats.
Any suggestions are greatly appreciated.

That is a classic sign of a bad compressor.

When the compressor actually starts but only runs for a few seconds the rotor inside is locking up. You'll need to rebuild the system with a new compressor.
