USI GF35 Snack Machine

Last week I replaced a bill validator on a USI GF35 snack machine. When came back this week to service the account the display was showing a $1.00 credit. I hit the coin return and nothing happened so I made a vend selection within seconds a $1.00 credit showed up in the display.
Is this a bill validator or a coin mech problem?
